The Public Service Center (PSC) serves as a critical hub for public service on the Berkeley campus by connecting Berkeley faculty, community partners, and alumni with student leaders — through service, internships, and courses — to create a more just and equitable world. Founded in 1967 by a coalition of student service groups, the PSC has grown at a remarkable rate and now supports nearly 200 student leaders and more than 5,000 students who partner with approximately 200 community-based organizations each year. The PSC is committed to growing our next generation of social change leaders. Through our programming and coaching we build student leadership skills, help students find their public service passion and purpose, enhance the capacity of our community partners, and lift up the public service mission of the University.
The Literacy Partnerships Program Manager works with the City of Berkeley, the City of Oakland, both school districts, and local nonprofit partners to realize our shared goal of educational equity for youth. The position manages partnerships that both support literacy for local elementary school students and offer leadership opportunities for Cal students. The largest such program, BUILD, places 350+ Cal students as Work Study or volunteer reading mentors in local after school and summer programs.
Salary is commensurate with experience. Hiring range is $60,000-$65,000/annually.

The Program Manager administers all aspects of the BUILD program and designs training and supervisory practices for all Cal student mentors in BUILD. Program administration includes overseeing the hiring process and biweekly payroll, tracking student Work Study allocations, creating and maintaining systems to collect required program documents, and managing site assessment and program evaluation.
The Manager also runs a leadership series for student directors of BUILD sites to help them develop the peer leadership skills and professionalism needed to manage a community-school partnership. In addition, the Manager designs workshops for students to unpack systemic inequities in education, with a focus on how race, power, and privilege shape student opportunities.
The Program Manager represents the PSC in community collaborations with the Oakland Literacy Coalition and the City of Berkeley’s 2020 Vision, a collaborative effort to end the racial predictability of educational outcomes in Berkeley.
The Program Manager coordinates the 2020 Vision’s Third Grade Reading Work Group which has staff representatives from BUSD, the Berkeley Public Library, and the City of Berkeley.
The Program Manager may coordinate additional literacy-themed partnerships such as summer reading or creative writing programs for Berkeley and/or Oakland youth, book drives for local school partners, and collaborations with local libraries, bookstores, arts and/or reading organizations
•Basic knowledge of working with K-5th grade youth in an educational or youth development capacity.
•Experience working with young adults (18-24 year-olds) to both challenge and support them.
•Skills in decision-making, and problem solving exercising good judgment.
•Communication and interpersonal skills to communicate effectively with all levels of staff, student employees, and community partners, both verbally and in writing.
•Attention to detail and ability to analyze complex quantitative data.
•Ability to manage multiple assignments and projects in a fast-paced environment.
•Capacity to be flexible and open-minded.
•Ability to work both collaboratively and independently.
•Ability to use discretion and maintain confidentiality.
•Demonstrated commitment to social justice and reducing societal inequities.
•Bachelor’s degree in related area or equivalent years experience and/or training.
•Basic knowledge of advising and counseling techniques.
•Experience mentoring or supervising students in leadership roles.
•Experience working with communities of color with an understanding of the issues facing underrepresented students.
•Demonstrated ability to provide services that effectively contribute to the retention of all students.
•Knowledge of Microsoft Office and Salesforce.
•Experience with STATA desirable.
•Experience tutoring or mentoring youth and/or leading trainings.
